Randy is a fun background character, but then he is only that, a background character, who once in a while gets pushed a bit into the spotlight (most recently talking to Fry on a park bench), just for him to disappear again.
Munda on the other hand was an important character in quite a few episodes.

Randy is a funny character ("There are parts of the Bible I like and parts I don't like!"), but Munda has had greater significance for the show. And, though her general character traits are a little cliche (she's a nagging mother. If I wanted to see one of those, I'd just spend time my own mom), her interactions with Leela are still really funny to me.
Oh, and her existence has given me some of my favorite episodes ("Leela's Homeworld," "Less Than Hero," and "Teenage Mutant Leela's Hurdles" are all brilliant, I think). So that has to count for more than a few funny lines here and there by Randy.

"Leela's parent" always were some kind of one single character, and Munda and Morris were just the single parts of that character (even more than Linda and Morbo). One of them alone does not really work for me. So -despite I do not consider Randy a very special character- I rather vote for him.
