Without Kif, Zapp's character would only be half as entertaining as he is. Plus it's fun to see the contrast between Kif and Amy when they interact. I hope he's not named after the horrible species in that one universe of C. J. Cherryh, though.

Seymour is a great one time character in his episode, but the sadness of the ending got kinda destroyed with the movies. On the other hand Kif is still a great character, whether it is him, trying to oppose Zapp, trying to mix it with Amy, or trying to be the "bad boy", he has never disappointed so much that I'd vote against him in favour for Seymour.
Sorry, Mr. Asses, but it's time for you to go to rest.

Kif, hands (and fluid-filled bladders) down, for the same reasons everyone else has cited: his relationships with Amy and Zapp, and how fun it is to watch him squirm in both. I enjoy "Jurassic Bark" quite a bit, and Seymour's demise is heartbreaking--but I agree with booze that seeing it kind of reversed in BBS takes away some of that emotional punch. (Plus, like I said in one of the other threads, a one-off character is usually inferior to a more developed and nuanced recurring character.)
