I believe the answer is Nibbler. An elected official: Embassador of EarthA pet: Leela's petA nonexistent person: I.C. WienerNibbler was most likely elected by the Nibblonians as offical Embassador of Earth, and of course Leela found him on Vergon 6 and claimed him as her pet. Also, in a sense, Nibbler is I.C. Wiener because he created him by placing the call with that pseudonym, though of course he doesn't exist. And if this isn't the answer I'll have to claim BUNK! on your question because of its weakness and under-explainedness.
