Like I've said, before, several times, that guy is based on an old radio comedian, Frank Nelson, from the Jack Benny Show.

haha Yeah I like that episode. Actually I like it when Homer takes Bart to the metal factory to show him what real men are like. And then it turns into a Gay nightclub.
