How the hell did Zap Brannigan become a captain in the DOOP? Couldn't they tell he was/is incompetent?

Remember how they took him back into DOOP? Leela lied to get rid of him. Everyone probably did that 'till he made it up to DOOP.

And since when is it impossible for incompetent people to have success?  The Peter Principle states that a person will rise to his highest level of incompetentcy.  To make it more real, just look around in politics.

Also, he seemed to attack anything and everything whenever he wanted to and the DOOP would make it seem like a great accomplishment.  Trying to make their blunders look like a huge success like many other governments have throughout history *cough*vietnam*cough*

The probulator...Zapp probably grew up being told he was a great starship captain/general, got automatic promotions, got every whim indulged... all of which turned him into the pathetic whiny man-boy he is today. Tomorrow. Oh, whenever...
