I would have to say Ignar.  He acts too immature.  He's like 20+ and he acts like he's 6. Besides, Fry, Zapp, and even Zoidberg have had their intellegent moments.  So, Ignar gets my vote.  Just look at his name, too.  'Ignar' 'Ignorant'.
