It's kind of loose in the interpretation of rules (unless mArc notes otherwise).  So higher sizes probably won't be that big an issue... unless it's ridiculous.  As that 17kb could be to 7kb without real loss of information, it's better that the excess 10kb was cut away.  I do occasionally go through out PEEL and check that avatars follow the guidelines and send out private messages when applicable.

SoS, in FYP's new avatar, did you alter the mouth on the character? In the original picture, he seems to be frowning, but in the avy, he seems to have a little smile.

I know when I went from my pool avatar to custom, I altered the mouth into something more cheerful. I didn't want people to think I was upset all the time.

I don't recall anyone who is active currently or ever using that avatar.  Awesome question though.  Although there are no rules governing whether everyone must use a different avatar or not, since we have a public pool and what not, there are certain social norms regarding the behavior... mostly that most people don't like it.  We do, however, occasionally change all of our avatars to be one person or another for a day or so.... some of us do that.  I don't.

It's not, actually. It just slid downwards and out of frame a bit in order to look like it was fitting properly.
