I've always kind of assumed it was a twist on the token black African-American character in an otherwise white (err, European-American?) sit-com. Either that or its a nod to Star Trek with its Asian character. (Not to mention its African-American, Russian, and Scottish ones. Did I miss anyone?) In any case I don't think there's any deep and meaningful reason. It may have been as simple as picking the character design that they liked best out of the ones available at the time. Apparently Hermes was originally going to be called Dexter and be British. But they decided being Jamaican was funnier (especially considering his role in the show) and they changed his name because Dexter and Bender were too similar. So they named him after a typewriter (the Hermes Rocket) instead.
