Wait...what was Fry in? (episode reference)

Okay so I was watching the episode "Mother's Day" where all the robot's rebel at Mom's command and something has confused me.

While the Planet Express crew is terrified at what is going to happen to them Fry says, "Don't worry.  I was in webelows."

Now I don't know if I even spelled that right, but I have no clue what that even means.  For years I thought it was a band name or something and I just didn't get the reference, but now that I'm much older I still don't know what the hell he's talking about.

I'm starting to think that it is a Boy Scout type reference, but there is no organization called "Webelows" as far as I know.  And if it is a boy scout knock off, it was so obscure that the writers might have shot the joke right over our heads.  It might be saying "we below" as in Fry was in a club way below the status of the boy scouts, but that might be stretching it a bit.

Any clues here people.  I just don't know what the hell he meant by saying that.
