It's from brannigan begin again in season 2. Kif complains to Leela about how he has to shave Zap's pits.
....Then at the end when Zap and Kif get their jobs back Brannigan hands kif a razor.

Oh yeah and Z.B. has always looked like Lionel Hutz: Attorney at law (with blonde hair) to me.

Zapp's fingers are drawn too fat. Otherwise it's brilliant, if  a little tasteless.
