I haven't made a post in a while.  Anyway, who would win in a race to take over the world?  Animaniacs genetically engineered supermice Pinky and the Brain, or G.I. Joe's Ultra-terrorist organization Cobra?

Considering that Pinky and the Brain have actually succeeded on numerous occasions (you didn't say anything about holding on to power once there), I'd have to go with them.

I was thinking about adding Dr. Claw.  Maybe the deceptacons too.  NERV was a possibility, but they actually pull it off.  I chose these two because they're in a tie for both ambition and ineptitude.
