They didn't have the season shortened to 13 episodes until Episode 8 (which is why it was immediately followed by S.O.B.s), but the fan theory is that they deliberately rushed into that season's plot fearing the worst.
Pay close attention during Episodes 14 & 15 of Season 2 and you'll see hints to the storylines dropped from around there, too.

Aspects of this were hinted at in both Sword of Destiny and The Righteous Brothers, with him applying for a job, attempting to take over when Michael's in the hospital, and eventually quitting with Michael simply responding "You worked here?" We all know that the house cutbacks in Sword of Destiny were referring to the episode cutbacks and the blueprints represented the scripts. When George Sr. asked Tobias if he had succeeded in being his mole, Tobias replied that he couldn't be due to the cutbacks. The whole thing about Michael moving the Bluth company down a floor is a pun on how the writers compensated for the cutbacks - by dropping a story (pure fucking genius, I know ). All the hints to the mole subplot suggest this was the dropped storyline - one of the writers or cast members had even said earlier in Season 2 that "Tobias becoming a mole" was something they were planning for later in that season, but they didn't end up officially using it until the following season's Mr. F.
