If you really want to talk about Dragonball/Dragonball Z/Dragonball GT/Dragonball SPQR, go ahead and use the anime thread.  That's where it belongs.  It's just that the regular posters in the anime threads don't really like those shows, so they probably won't be interested in talking about them.  When Nurdbot threatens you with bodily harm, don't say that I didn't warn you.

Well, good luck with that.  The moderators generally don't allow individual anime threads (although there are a few exceptions), and like I said, there aren't many Dragonball fans on PEEL, so you'll probably have to be content with the generic anime thread.
