When I think of the "Cartoon Universe", I think of many many more evil characters than Stewie and Mr. Burns.

Screw Mr. Cyberman's poll choices, I'll just pick my own. And besides, Mr. Burns usually has a change of heart at the end of episodes with him as a main character, making him not really all that evil.

Probably Vicous, he kicked some serious ass before going down.

I'd say Chairface Chippendale.  I don't know why, he just has always seemed the most evil to me.

Evil the Cat.

1) His ultimate goal in life is to destroy the Universe. Why? Well, everyone's got to have a hobby.

2) He tortures people with elevator music.

3) He's a personification of evil. Not the personification of evil, but still a pretty good one.

3) His name is Evil the Cat. What more do you need?
