My understanding is that it was a long standing feud between Doohan and Shatner.  If he was in poor health, I don't think they would have had jokes at his expense.

I know that James Doohan had some health problems.  I thought maybe that was why he wan't in that one.

If it was just because of a feud between the two of them, I think they should have left Shatner out and had Doohan in it.

I'm sure that that's a minority opinion.   ;)

I would've liked to see more of Smitty and Url. They just weren't used enough in the series for you to get to really know them, although they were really funny in all their small appearances.

Here's who I would've liked to see more often:  Mom and her Sons, Robot Mafia, Roberto, Michelle (I agree with Leela kicking her butt), The Space Pope, The Chicken Lawyer, and that robot who beat up Bender in "Raging Bender". 

Also, I think it would've been cool if the Robot Mafia had a 'Mollbot' on their side.

You know, I really can't think of any chracters (or even any characters  :)) that I think should have been shown more.  They all seem to have been shown for a decent amount of time, considering the length of the show's run.  There are a few that could have been used less, but I think that most were only used when/if the situation required, and just putting them in for the sake of having them appear would have ruined the characters.  But, hey, if situation warranted, some more of Roberto would have been nice... (Look ma, I did a 180 in a single post! Stupid brain...)

Morgan Proctor should have been to Futurama what Sideshow Bob was to the Simpsons.  If I ever write a fic on Futurma (*HUGE IF!) I would have to tell a scenario where Morgan pops up as the super to Robot Arms appartments.  Oh, my yes.

I agree with everyone who said Chicken Lawyer, and also I'd like to see more of Judge Whitey. His snootiness was brilliant.

In my opinion, the reason people like Scruffy was his one-liners. I think more air time for Scruffy would have decreased his popularity.
On the other hand, I would have liked to see more of Hermes, Roberto, the robot mafia, and possibly Mom.

And that cute girl in the pink tracksuit, you know, the one from Mars who's the heir to a billion dollar fortune and falls over a lot. Some clown has a website about her, I think...  :D

I think the show used all the minor characters really well, letting them run their course without ever getting stale and repetative (with the possible exception of Scruffy).

Still, I would have loved to see some more non-Kif Amy storylines. PYHOMS is one of my very favourite episodes.

I agree. Zapp and Morbo were very under-used. Zapp was just hilariously stupid, a twelve-year-old in command of an army.

Morbo could have been used so much more. He was like this big green evil bastard that you just knew wanted to have his tummy rubbed like a kitten.

And of course, the Neautral Planet were even funnier. Yet these were all seen as pretty throwaway cast memebers. Why? Why? Why?

Zapp and Kif should've at least made an appearance in The Farnsworth Parabox.
