I think the initial vision for Kif was that of an inverted toady. A toady is self-serving person who flatters and fawns over people with power or influence. Although there is a connection to his green skin and toad-like abilities and placement as the assistant of the multi-star general Zap, Kif, actually does the opposite – one of the reasons the relationship is so funny. His criticisms of Zaps asinine antics and phrases are just hilarious, never complementary, but always critical. Yet, Kif always endures Zaps behavior, because he is a sort of toady. That scene in Branagin begin again, where Zap is going over the details of the armpit shaving he performed on Zap, and then at the end of the episode where Zap is holding the razor and tells Kif he has some work for him – wink – wink.
I don’t think you can have a character like Zap without some voice of reason like Kif. It adds so much to pointing out Zaps incompetence.

Would Kif be around if Zapp wasn't around? If so would he be my fave charicter? * Sigh * Why is no-one around when i post these????

I know this is a little late but o well. It is obvious Kiff probably joined the military by his own free will. It is just he ran into Zapp at some point. So either way, he would probably be in the military. I am very curious to know how Kiff met Zapp. We will probably never know.
