Alright, in 30% Iron chef Zoidberg uses it for tasting the ship inside the bottle but doesent he already have a tounge?

He didn't want to eat the ship, he just wanted to touch it.

I think that they might be little feelers or mandibles. Lobsters have mandibles to help hold food while they eat it, so perhaps Zoidy's little mustache thing is similiar? It gives him tactile sensations.

Edna: "Hush you fool! Engage your mandibles and kiss me!" (No, I'm not coming on to you, evan)

In "The Deep South" he use them when he eats Hermes' bait, the sardines in particular.

In "A Head In The Polls" he use them to indicate an nonchalant attitude (as in nonchalant whistling) when talking about third parties.

Amy: "Only mutants and weirdos join thrid parties."
Zoidberg: "They do? I-I better keep an eye out at the next meeting."

Basically they're touchy-feely thingys.

In Anthology of Interest I, he uses them to hold the hamster while he devours it like the glutton he is.

Hate Zoidberg.

Alls I knows is dis: "Decapodian" means "having ten limbs."  I count only four that are visible, a pair of arms and legs like anyone else.  Is it possible that those thingies are supposed to be all or some of the other eight?  Not only that, but lobsters have antennae too, so that could also what's going on there.

Zoidy's a mystery wrapped up in an enigma.
His predominant characteristics are much lobster/crablike. As in the claws and the scuttling. The mandibles in front of his mouth are much like an octopus and/or squid add his ink spraying too.

The creators always joke that Zoidberg is "Every sea creature"

I'm assuming you saw some of the early idea drawings for him. some were a bit grotesque, Matt started out by making him more realistic in places.

Kinda reminds me of a quote from the late, great The Tick.

Man: Aren't ticks supposed to have eight legs?
Tick: What makes you think I don't?
