Which one of the lothorios and ladies men is Zapp Brannigan the most like?

Sorry if I left some out.  Those were the only two I can think of.

Boomhauer.

Boomhauer has some semblance of integrity though, not to mention that, in the KotH universe, he is genuinely smooth. I haven't watched Family Guy in years, but Quagmire's definitely closer to Zapp in terms of how much of a creepy scumbag he is. Though I have heard that they've since just made his character an all-out rapist for the sake of "comedy," so maybe not.

That's true. I said Boomhauer because, and correct me if I'm wrong, he sometimes has trouble picking up women (For example, in one of the Valentine's Day we learn that he continuously asks women out until one of them agrees to go out with him), whereas Quagmire always seems to have a girl to bang (I think. I haven't seen Family Guy in a long time).

Quagmire picks up women by means of deception, though. Boomhauer's method is to always be himself, however desperate his approach may be. Granted, Boomhauer's "conquests" often wind up believing that more would come from the hook-up than what eventually did, but it was rarely intentional on Boomahuer's part. Zapp seems to rely solely on his false reputation.

Zapp's worlds apart from both of these characters.  They're barely even compareable.

Although, if you tweeked Quagmire's voice enough it could kinda sound like Zapp, so I guess that's something.
