Yep, excellent point.
It used to be an integral part of Zapp's character (maybe even the main part) to cause catastrophic damage, but getting away with it and being hailed the hero.
Being punished for misdeeds is therefore not only an often unfitting plot device, it can even counteract Zapp's personality per se.

I'm sorry, but this poll is rather ridiculous. I guess I don't take TV seriously enough where I downright hate an imaginary person. I think the better way of posing the question is, who is the least effective and least relevant character in the series? If the poll were to ask that, then I'd have to say Scruffy. While he has had some great moments, he's just a one-trick, one-liner pony, in my opinion. Yep.

I think the writers don't intend for Zapp to sympathetic. He's a selfish, arrogant buffoon, but he adds a LOT to the show. We don't admire him, by and large, but we love to laugh at him. His antics provide a lot of humorous moments.

Why haven't you edited that post yet?  I'm pretty paranoid at the moment.  How do I know you're not in my house right now and that you kill me in my sleep every night before I go to bed?  I don't even know who MotleyHealth is.  How do I know that they don't own me already?  How do I know how much I cost?  How much do I owe MotleyHealth to buy me so that you won't sit over me while I'm asleep at my house?

Well, of course it does not make sense to hate a fictional person.
Yet, there are certain characters who do not only add nothing valuable to a show/movie. There are some with the potential to downright ruin the whole thing.

E.g. let us look at Star Wars: Jar Jar Binks was for many people not just a character who did not add anything positive to the movie. He was also seen as something so unfitting that he managed to drag the whole movie down. A character that is considered so pointless/annoying that people would consider that characters complete absence as a gain to the show.

That (completely legitimate) opinion qualifies as "hate" in my eyes.

If these characters were real, I would hate most of them. How can anybody hate Zapp as a fictional character on a comedy series, though? He's one of the most consistently reliable sources of humour on the show.

I definitely don't hate Zapp, and I don't think I would even if he were real. Even though he's a total idiot and creep, he just doesn't seem threatening or nasty enough to justify hatred. I can't think of any of the characters I would actually hate in reality.

Well, not only did Zapp's incompetence got lots of people killed.
He also did some active murdering himself (e.g. The Rock Alien).

Part of this characters uniqueness is that he is not just an incompetent buffon causing collateral damage (e.g. letting the unmanned drones crash), but also a psychopatic murderer (deliberately sending people to death). He "hangs" between those aspects, without settling for one. Part of that characters fascination can be attributed to this "undecidedness".

Zapp may not appear threatening on terms of his demeanour, but the results originating from his actions certainly are.
