This may fly against logic, but I would want to say Zapp. How many times has he tried to kill the crew. Starting with Love's labours  and through Brannigan Began Again to ITWGY he has been extrenely cruel.But we don't list him as such because he is such a pompous windbag as well as stupidly inept.
He is a bully ,especially towards Kif. Poor Kif.
He is the warm personal side of evil, just as Mom is the cold impersonal side.

I don't see Zapp as being evil; I see him as just egomaniacally idiotic.  Unlike others like Robot Santa, he's not purposely looking to inflict pain & suffering on others.  He only sees what benefits him the most.

So this is the last time I spam this topic. But in Brannigan Begin Again Zapp locked the steering wheel and set a course for the Planet Express ship right for the neutral planet headquarters trying to kill the crew in a fiery crash. Then left the ship.
Of course this was really a random act of stupidity and not evil in the least.

Where's my 2X4.

Yeah, it was a random act of stupidity. If you recall, the reason he wanted to crash them into the Neutral Planet Headquarters was because he somehow came to the conclusion that the Neutral People were planning something bad and that he would become a hero for stopping them. That sounds pretty egomaniacally idiotic to me.

"Once the neutral war machine lies in ruins, I'll be a hero again and the DOOP will reinstate me as captain."

There are other forms of evil.

   He only sees what benefits him the most.

And its his not caring about what he does to things that don't benefit him that defines him as evil in my book.

Speaking of Robot Santa, can we really classify him as evil anymore? He helped Earthicans defeat Nudar and his brothers. Surely any good will towards anyone would not be in his original programming.
