In Hermes case, if he's a Rastafarian, the term would be ganja and it's a spiritual aid. Not sure though what he has to flush before he calls the police in AOI1. Also, in "Bender Should not be Allowed on TV" it sounds like the boys are really smoking a blunt not just a cigar.

Some of my favorite Futurama high times:
"Anthology of Interest (1)": Hermes: If y'ask me, it's mighty suspicious! I'm gonna call the police ... right after I flush some things.
"Farnsworth's Parabox": Fry A: Oh, wow! It's like that drug trip I saw in that movie when I was on that drug trip.
"Three Hundred Big Boys": Bender: Say, buddy, why's this Grand Cigar so pricey? Clerk: Well, as you can see, its wrapper is a piece of the original US Constitution. It was hand-rolled by Queen Elizabeth during her "wild" years and was buried with George Burns until graverobbing space mushrooms-- Uh, well you know the rest.
[P.S. I am so waiting till I can use the line "...until grave-robbing space mushrooms -- Uh, well, you know the rest."]
"Bender Should Not be Allowed on TV": Farnsworth: The ruffians smoked one of your cigars. Hermes: That's not a cigar. Uh ... and it's not mine! [He puts it in his inside pocket.]
Also, look at Inez Wong's cowboy hat.
(Muchas gracias, as usual, to The Neutral Planet.)

Ha! I got one that NOBODY's found yet!
In "Bendin' in the Wind," when Fry pulls the "device to speed or slow the passage of time" out from under the VW van seat, Hermes is the only one to react (as if he recognizes it); Leela and the Professor just gaze on without a change of expression, but Hermes is visibly taken aback (with arm movement, no less).
Woo-hoo! Shiny wins the thread! Shiny is great! Whee-hee-hoo!

For a PG 13 (Or "12" in the UK), there are an awful lot of drug references.
Also, intelligence doesn't have that much to do with drug abuse. I mean look at me - I'm... fairly unstupid.
