Yeah, I was going to vote 2 - because, let's face it, Brannigan's their main problem - but then I realized, thinking back to BBA, that he is mainly in his position because of incompetent administrators, e.g. the Secretary (whose name I have suddenly forgotten.) Also, they seem to lend out their flagship and highest-decorated leader, dumbass though he may be, to Earth at the drop of a proverbial hat, endorsing idiotic wars like in WITHW. All I can say is that it's a good thing the real UN doesn't do that with America, or we'd all be pretty screwed right about now.
