Best Ruler/Leader of a Society or Planet

I could find anything like this at all so here goes.  Who do you think is the best ruler of a planet/society?  I think out of them all Leela would be the best.  Even when she would have been ruling a planet with Alcazar, she was the nicest to everyone.  Granted she didn't let Fry out of prison but at least she didn't go all Napolean on him like Bender has a tendency to do when he's in a position of authority. (See 'Birdbot of Ice-catrez', 'A Pharoah to Remember', 'Insane in the Mainframe' etc...) Bad, Bad, Bender. tsk tsk

I have no strong feelings about the lack of the Neutral Leader.

there is a couple of people that me and others have found that you have not included in your search for a ruler, or giving a more of a chance to show their leadership skills.

I'm also going to say the Neutral ruler, despite his heart of cold-blooded neutrality.

Since the only inhabitants of Alkazar's planet seemed to be him, Pig, Ratman and his girlfriend, and the women he tricked, Leela really wouldn't have had much to rule even if she HAD married the shape-shifter.

I would say Bender in my favorite episode(Godfellas) Bender all the way!!!!!! If Bender were real, I would elect him as president!

I would have to disagree with Bender-is-Great,I thought he was a very good emporer.Excluding not letting the slaves go I would have donr the same if I were Emperor.

If George Bush can fabricate his National Guard records and John Kerry can write his own medal recommendations, I think a veteran criminal like Bender could wipe his criminal record if he wanted.
