Zapp Branigans Law ?

During one episode Zapp Brannigan says "Branigans Law is there is no Law"

and meanwhile in another episdoe he says "Brannigan's law is like Brannigan's love, hard and fast"

the question is, Does Zapp even have his own Law

It's just a joke. The man doesn't follow or familiar with the laws he made up. Thats sounds very much like Zapp.

The theory I heard elsewhere on this board (I'm not about to search for it) is that Brannigan's Law was instituted because of Zapp.  Zapp must have interfered with an undeveloped species

and DOOP passed legislation prohibiting this, nicknaming it Brannigan's Law.  Zapp, being an idiot, though it was some kind of honor.

It's just like the fact that the Prime Directive (either the basic or Temporal version) in Star Trek was apparently created because Kirk screwed up so many alien worlds/timelines.

I think zap maneged to instigate an extreamly minor law, and now he refers to it consistently, blowing it out of preportion It's like the fact that he belives leela loves him because they did it out of pity.

I believe Zapp has a law named after him, because DOOP HQ was getting tired of always hearing him make mistakes of all the other laws. So they names a lesser law after him, and now he won't shut up about it.

I love when matt groening talks about Zapp in the commentary for i think it's kif gets knocked up a notch?
He says that Zapp is that person that we all encounter in one of our jobs. He's a total buffoon and you don't know HOW he got to where he is..but you have to deal with him anyway..
and it's SO TRUE!
