The professer walks out of the research lab afterh aving put on the Stem Cells, he sees the female who is already slimmer. Would this not meen that at the "Party" she would have reverted to her normal state first?

No, because she reverted to her normal state under her own will by removing her bellybutton ring. The professor's treatment was only temporary - nobody ever said that HER treatment was temporary. Hers obviously lasted a lot longer, or it may have even been permanent.

Still, how come if both treatments are supposedly based on stem cells, why was the one of the fat girl removable at will and the prof's time based?

Who says that both treatments are stem-cell based.  I would think that the fact that they aren't both time-based would show that the fat-treatment isn't.

Also, noone ever mentions the Prof's girlfriend's treatment having anything to do with stem cells whatsoever.

To sum up what everyone has said:

Her treatment wasn't based on Stem Cells, she had a ring. The ring might have been temporary or it might have been permanent. If it where temporary its effects would last much longer.

And that's why he got wrinkly while she was still hot. Nice work everyone who isn't me.
