In Season 3 episode 5 "The bird-bot of Ice-catraz", you see a hunter in a few shots who appears to be Scruffy or at least has the same moustache and face. I belived it was just a similar character design but wondered if it was intentionally Scruffy?!?
anyone noticed him?

he looks more like scruffy when not looking up.

They don't mention anything about him on the commentary.

but we don't know much about Scruffy it's quite possible he enjoys a penguin hunt. The PE crew wouldnt recognise him anyway.

I think he and Sal are working for a temp. agency on the side. They both show up in a lot of different jobs.

Thats true, they are always the odd job guys like odd jobs for Sal include woking for the delivery office on the Moon, pulling the head's of judges to the court etc etc etc

They probably developed his character in later episodes as the show progressed. Dr. Zoidberg wasn't originally poor until the second season when they just decided he was poor to build up his character.

I don't know I'm just making an educated guess. ;o)
