It certainly looks like the same people to me.

They are almost the same and they are the same people, the differences I spotted are:

1)The 2 guys wearing blue, have T-Shirts in the top picture.
2)The Guy in the yellows hand is in a different place.
3)The skys shading is slightly different.
4)And some others either too obvious or trivial to mention.

The first one is drawn "fatter"; everything in the second one seems a lot thinner.

good observation though!  I think it's cool.  If anything the "hooded" guy got skinnier, though it's probably just an optical illusion caused by the lack of the hood
