It is because in the beggining of the show, Zoidberg was'nt poor just a incredibly bad doctor. He became poor later on.

Zoidberg gets a wage from Farnsworth, bad doctor or not, so that doesn't explain why he is poor. What does explain why he is poor is that he is a hopeless consumer - spends all of his money on totally useless stuff. Examples include the Miracle Cream in LTZ; and the eight records and eight newspapers in TDHAIP.

Zoidberg has been Farnsworth friend longer than any other PE member, so perhaps Farnsworth had higher genorosity towards Zoidberg than anyone else Due to that.

Quick, cheesy explanation:  The Professor ordered the tickets for the Titanic in advance.  As you know, he's not that sanguine about the ability of his PE crewmembers to survive their missions.

For example, in "When Aliens Attack":

Farnsworth: You'll be the captain, you'll be the delivery boy, and you'll be the alcoholic, foul-mouthed-- [The door behind him opens and the real crew walk in.] Oh, God, you're alive. I mean, thank God you're alive! [He turns back to the others.] Sorry, check back in three days, a week at the most.

On the other hand, Zoidberg doesn't go on that many missions, he doesn't.  Like Hermes (who also got a good suite on the Titanic) he's mostly Earthbound.

I think the reason why Zoidberg is so poor is because he's working a minimum wage job as a doctor for Planet Express, a delivery service. 

Plus, the Professor probably doesn't pay him that well enough.  If Zoidberg were working in a hospital or had his own medical office, then maybe he would have more money.
