Changed my answer - with nominations you get a 2 throwaway votes. So you follow the crowd in nominations, while promoting one person who you really wanna vote for. When it gets to the actual vote... nobody wants to throw their vote away, so they just vote for whoever they like best that's winning.

And then there are cretins who just like to even up a tie for the fun of it.
