I don't like debating about this topic all that much.  But if we're going to talk semantics, the reason we can't vote for people who have already won, is because of the sheer amount of people that have come to the community.  Many people who deserved it a long time ago, would never have the chance to win it, because let's face it, we'd vote for the same 10 people over and over.  The anti-votes thing, whatever...  Leaving it at 3 votes is a sure must, it keeps things simple and gives everyone a little room to wiggle with.  I have never counted votes, but if someone actually cared, I say the anti-votes should count toward the 3 vote count if they count at all. 

And Melll, suggesting that there is no one worthy of voting for anymore is ridiculous; I'm not saying POTM actually amounts to much, but whatever it is worth, it's worth it to allow other people a chance. There are actually people worthy of some sort of fake award in our community that haven't gotten it yet.
