If you want to be able to use custom avatars, PM winna. He's either the keymaster or the gatekeeper as far as avatars go around here. I don't know which one, though.

For the record, she was asking dumb fucking questions and then telling me to STFU once I pointed out to her that it takes a special kind of idiot to ask a question in response to a post that answers the damn question. I suppose that my further response is also not long for this plane. Don't look for it below, it was too great for this universe and has been consigned to the aether.

In light of the above, just to make it nice and obvious for everybody, I'll re-state it without the abuse; Send winna a PM if you want to use a custom avatar. Winna will enable the feature on your account.

Your edit of Shiny's avy looks far cooler than I would have expected from the addition of a couple of hats. 

I spent hours trying to avify a drawing, using GIMP.  I did manage to screw up with the path tool about 50 times, though.

I tried drawing a hat onto mine using this Photoshop rip-off that came with my computer, but I just couldn't get it to stay within the frame and look right due to how small it had to be. I ended up just using a vector of the hat that I found online to save some time and effort.

Yeah. All you need is MS Paint (although there are obviously many better tools).

I made mine using Paint, but since Windows 7 MS Paint doesn't support transparent backgrounds, I had to use online software to do that. Now I'm just waiting for winna to approve it.

Just make sure it stays within the original avatar's frame, and that it has a transparent background. In order to actually use the picture, you'll have to PM Winna, the dark lord of Avatars, for permission to upload any custom avatars.
