Guenter was done by Tress MacNeille, who also did about every female voice besides Leela and Amy.

Definitely. He pretty much ruined the episode. But the scenes with Fry and Guenter were probably used as a subplot to balance out all of the Animal House/Bender plot. I like the voice though.
