Because the show was cancelled before they had time.

Oh, you mean a serious answer? I honestly don't know. It could be that they (the writers) simply didn't like the idea that much. Since Futurama is so fantastical anyway, it seems repetitive to have an annual "more-fantastical" episode.

Honestly, I don't know.

It Could be because of Fox or as they said on AOI 1 commentary it's very hard to come up with stories for them.
