Syndication is when a TV network sell rerun rights to a show to other networks. An example is FOX giving Cartoon Network the right to rerun all 72 episodes of Futurama for the sum of 10 million dollar.

Depending on the amount of episodes and the popularity of the show this is a way for netowrks to gain back a significant amount of the money they've spent on a show.

As I understand it there is no rules for when a show can go into syndication, but as a rule of thumb you should have a healthy amount of episodes. Some say 100, others say 70-80, I think it varies from show to show.
