Yes those were his stated directives, however as mentioned in I, Roommate, and in The Beast with a billion backs he also has a built in programmed directive to kill all humans  "Bender: So, hey, Calculon, I know I'm the new guy, and, pardon my ignorance, but when do we kill all humans?"- BWABB
"Bender: (sleep-talking) Kill all humans ... kill all humans ... must kill all the humans."- I, Roomate.

Don't give me this it wasn't in his visor so it wasn't a prime directive, obviously if its been engraved into the sleep mode actions of the robot and he even questions the League of Robots for not living up to their motto.
