This has been bugging me ever since I first saw the Futurama opening sequence.

Why do the hovering traffic lights (stop lights) ROTATE when they already have colored bulbs facing all four directions and the streams of traffic flow only ever seem to meet each other at right angles?

Enquiring minds want to know!
