God. To settle the argument between the devoutly religious and rational people once and for all so we can all get on with our lives and realise that we were both wrong about many things. Also, people might start actually being nice to each other and stop stealing, murdering and abusing others if they know that they'll definitely be punished or rewarded for either nice or nasty actions.
I don't like that you specifically distinguish between "religious people" and "rational people". A person can be both.
