Ok, I'll rephrase my question ...(?)

Q:  Suppose that Nixon was defeated in the next Earth general election (see above).  Would the new president of Earth be able to use the gigantic weaponized robotic body?  (In other words, does said robotic body belong to the office of the president?)  Or is the gigantic weaponized robotic body a personal toy of Nixon's head, which he would never allow anyone else to use?

Is that clear enough?

Q:  Also on the topic of Nibblonian waste....  Where does the missing matter come from?  Based on what you see Nibbler eat in a given episode (and even if you factor an additional, equal or slightly greater amount of eaten matter during the off-screen time of an episode), the total amount of matter is nothing near the amount of mass needed to produce the "dark matter" pellets of waste he poops out.  So, where does this missing matter or energy come from?
