There was this one episode where Marge asks Comic Book Guy to sign a petition and he says something to the extent of: "Sorry, I only sign petitions to bring back cancelled science fiction cartoons".
Correct me if I'm wrong on this.

I would say not. It does look enough like the HG blob that I would say yes if there didn't exist a creature in the Simpsons universe that it looks even more like (Space Mutants), especially considering that Bart is known to be a fan of the Space Mutant movies. If it was supposed to be HG blob, they would have made it perfectly clear that it was, design-wise. It would have tentacles that ended in stubs, not hands, it would have three "hair" tentacles, no "feet" tentacles, and so forth. The same goes for the sighting in Furious Yellow that DTB mentioned (look either in the above the head of the Air-hockey player in the very first view of the office, or wheeled past on a chair in the equivalent shot of the repo scene if you still can't find it). It also has "hands", a single "hair", and "feet".
