This may have already been done before, but why, in the year 3000, have we invented children robots, mafia robots and robot bums?

They didn't give them the freedom, the robots just built them. Robots seem to have free will in the year 3000, as they are given the right to vote and seem to be able to do so individually.

why program them to be able build usless robots? you would think that your average person may not like having mafia robots crusing around or stepping over robot bums. You would think that even though robot do have free will,in their programing they would be restricted to only building "for constructive purposes" (space pilot)

It's quite obvious the robots are having sex and then the children pop out.  And some of the children become Italian and wanna start a mafia...

Yes, but like HAL 9000, they overrode their programming.  Bender lost his old programming ways early on ... immediately after he said that bit about bending for constructive purposes (recall that incident with the lamp ... pun definitely intended).  Besides, if they didn't have crazy pointless things like Clamps, Joey Mousepad, and Emotitron Jr., then where would they be?

(edit): This post was intended to be in response to the Colonel's last post.  I am yet another tragic victim of the SimulPostTM.

Again, they have free will, meaning they can act outside of their programming. Their programming is basically used to constitute a specific job and they live lives outside of completing those tasks.
I think the concept of the Robot "race" evolved over the series and was generally used to represent the minority group on Earth (The mafia, the bums, Bender's inequality remarks).

I think the point is that they started off the series with Bender being restricted to "bend for constructive purposes", but then they had to evolve the show so that all robots could have free will so they could explain why there are the robot mafia etc.

Yes, next time use the -bottom, it cuts down on spam and is much more preferable to having another PEEL crash.

On-topic: well ofcourse the give robots the ability to build other robots. If you build the worlds most advanced computer, the first task you're going to use it for is to build a better computer, etc. At one point the computer will take over the process itself. Same idea with robots: why not give them the ability to perfect themselves? Ofcourse the ordinary robots we see in Futurama build baby robots and gangster robots. Since they don't work in a science lab they have other needs.

bender was desined for bending, but he breaks the law like the mafia.  Robot bums are old or defective robots who cannot work.  As for child units, it's a humorus contradiction, like robots having sex, or having emotions despite the fact that everyone says otherwise.

For the same reason that Mafia, children and bum humans are made by humans. If you allow them to have free will rather than work towards a specific goal then inevitably a load of useless crap will follow.

The only reason bender can break through his  programing and have free is because his programing changed when he ran into the light bulb in 'space poilot 3000'. it doesnt explain how other robots could have free will like this

I like your explaination on the robot bums though, they are deffective (like my computer at the moment)

All robots have free will to some extent, but it's limited by their programming, which is why Bender had to get electrocuted. He still had enough free will to evade the law, decide to stick with Fry, commit suicide &c.

I think that robot hobos were built so that other robots would have something to feel superior to.

Robots are custom-made. I mean, think about it. If there were robots like the ones in Futurama in this day & age, it'd really only be a matter of time before somebody builds an italian one or a child one, right?
