I choose option 2. Scruffy was a support character. He always was and ever shall be. He was pretty hilarious, though. The "I'm Scruffy, the janitor." thing was great, too. I never thought it was overused at all.

Although Scruffy did get a larger role in the Comics (Issue #10), and some comics reflect un-used episode ideas, which could have meant he'd have been used more in future eps, if they were made. However, I doubt they'd let him have such large a role in the actual eps, or at least not until Season 20+, when they'd probabaly be running low on ideas...

If Scruffy had any more screentime than a few seconds at a time it would ruin his character and the hillariousness of his non-sequitur appearances. The amount of scenes he got in "Futurestock" was already pushing it.

I agree with Teral. He is one of those characters that works best in small doses. If he had an entire plot focussing around him, it would entirely ruin the character. For example, in "The Devil's Hands are Idle Playthings" his lines (I believe he had 3 or 4 of 'em) were good enough, and a good send-off to a funny character.

It could be due to the fact that, although Cubert was one of the earliest conceptions, it was only later decided that the character needed a friend so that there could be a new dimension to him. In the case of Scruffy, he was probably never an original conception by the crew and, when it was decided that Planet Express should have a janitor, the character designed for "A Fishfull of Dollars" was perfect.

I think Scruffy's general randomness of appearances added a lot to his character, i can't see what they could do with him if they tried to make an episode based on his character
