MOM BY FAR... although we don't know her as well as we do Mr. Burns...

Mr. Burns puts up a good fight... but assumptions made about Mom's megalomania make her more evil by far...

Its a close call, Mr. Burns made clothing out of animals, and he was going to make a jacket out of puppies.  But then Mom was responsilbe for destroying the enviornment and attempted world take over.  I think Mom gets it by a hair.

I'd say Burns is more evil. At least MOM tries to hide her evil nature and put on a good face for the public. While, Burns blatantly flaunts his disregard for human life.

They both crack me up though!

Never really thought about it, but it is a truly great topic.  Mom gets my vote, mainly because of the maltreatment of her three sons...
I'm sure if burns had the materials of the future he'd be kinda formiddable though...

I think Mom, because she's constantly horrible to everyone and everything around her, whereas if you catch Burns at a good time, he might be in a good mood due to senility/medication.

Too hard to judge, at a guess id say monty, mainly because he moreso fits the descrition of "evil" mom is more fitting of the word "bitch" than "evil"
But then again mom is yet to show a real compasionate/caring part of her, unless she is faking it, while monty has... eg "Will there ever be a rainbow..."
So, i guess monty is more evil, depending on how you look at it... Either way though, i like monty better  :D
