No, not as a standard practice.

If you want a new account name, just send mArc an email about it and he'll close the old one.

I'm a bit new, but for some reason I get the feeling that Tallywhacker is not one person, but sortof a consolodated fake account shared by a group of people. If it is one person, they would likely benefit from mood stabilizers - but now that I think of it, that's true of most PEELers (who aren't already on mood stabilizers)
