I started making one for "Law and Oracle", but I wasn't in the Photoshop mood at the time and deleted it. However, one of the layers I copied to the next DVD cover I'm working on, so it isn't entirely lost.

I don't think it works that way. I reckon that the whistle is meant to summon a rapist, presumably for the occasion when you need a rapist at a moment's notice.
