Making video clips

I'm sure someone here will be able to answer my question, so here it is. How do you make video clips like the ones seen on TLZ. Any help will be greatly appreciated. Thanks.

It's a certain program you can download. I forget what it's called, but it's in the same genre as a lot of screenshot programs. If all else fails, you can just use a cheapo movie editor like iMovie to import the episode you want, and then crop it so it's the right part of the episode.
