I remember the name of the film, I just thought the next line was funnier.  Your quote is from a Dirty Harry movie, I think The Enforcer, which is not the coolest one since Sudden Impact was shot like two blocks from where I live.

No.  It is a cop movie, sort of, but you guys all seem to think this is some hack clever action hero line that he says just before he kills the guy.  It's not.  A woman says it, and it comes off very philosophical-like.
