Now that I read germanfryfan's guess, I am pretty sure that he's right... Something along the lines of that is said in 8mm. I am 96% certain of it.

Beyind the Valley of the Dolls... written by Roger Ebert and Russ Meyer. There was some kind of Russ Meyer streak at Dansih TV2 a few years back- that guy is crap, and I'm ashamed that I watched two of those movies- the other one was Faster Pussycat Kill Kill

It's definitely a unique line.  It sounds very familiar, and I want to say it has something to do with signal processing.  I don't remember a 'Riggs' in Red October, tho.

Sure is, but there's a scene where he's instructing a sonar operator trainee, and that *might* just have been Riggs.  :p I'm too lazy to dig up the DVD right now...
