Getting warmer. I decided to give a couple of more hints:

-It does have to do with anime in a way, though the movie has real actors in it.
-The helicopter in the picture is a Russian one. However it is not a Russian movie. The people who worked on this film, are from countries close to Russia.

The title of this film has the letter "l" in it. That's "l" as in "lorry". It also has the same vowel twice.

Then I'm tempted to say it's one of these weird movies featuring a fat Nazi chick dominating and torturing others, but I don't know the title, which doesn't disturb me at all.
They made quite a few movies of this kind in the 70s...      :nono:

That's a pretty dismal description for one of my favourite films!  The fat nazi is not the main charracter, anyone, but mearly a side player.  And far from being sick, the film's an Acadamy Awar winner, and one of only two films to result in a woman nominated for the Oscar for best director.

Well, "sick movie" was pretty harsh, which is why I replaced it with "weird". I hope you didn't take my "guess" not to personal...

The film is called Seven Beauties, or, in Italian, Pasqualino Settebellezze.  Someone else can go now.
