I would like to put my vote in for Dr. Evil.  I remember watching a show on TV about the Best Movie Villains, and it said Michael Madson's Mr. Pink from Resevior Dogs was the best movie villain of all time.  Also, in the top five was Daniel Day Lewis as the Butcher in Gangs of New York.  Both are awesome movies!

As long as childhood film phobias are being revealed in this thread, I was always scared of the abobminable snowman, a.k.a. "The Bumble," from that old, stop-action Rudolf the Red Nosed Reindeer (the one with with Burl Ives).  Nowadays I have a Bumble bobble-figurine on my desk because my parents think my endless suffering is hilarious.

I wouldn't call him the best, but I like William Stryker from X2.  He was way evil, and I couldn't believe when I learned that he wasn't in the X-men comic book and that he was just created for the movie.

Sure he was just human and had no powers.  Any person with powers can be a villain, but it takes someone like Stryker to play a villain.  I like characters like Kingpin, and Lex Luther.  They don't fight the heroes, they get other people to do it.  I like the scene in X2 where Stryker has a conversation with Magneto. 

You rarely see two different villains interact, unless they team up like in the Batman movies which were done badly.  Usually the hero kills one villain in one movie and goes on to fight another villain in the next movie.

Saruman? wasen't he just being used by Sauron who's the true villian? Shouldn't Sauron be on the list instead of Saruman?
