That can be one of two episodes.  It's either "Homer the Heretic" or "Another Simpsons Clip Show".  It's from the Itchy and Scratchy short "Flay Me to the Moon" where Scratchy gets his tounge tied to the moon and it crashes down on him.  It was replayed in the clip show episode.
